Whirlwind is a Normal-type move with no power and no accuracy in the conventional sense, as it does not deal damage. Instead, Whirlwind forces the target to switch out with another Pokémon in its party chosen at random in trainer battles. In wild battles, it causes the opposing Pokémon to flee. Whirlwind always goes last regardless of the user's Speed, having a priority of -6. It can bypass Substitute and certain abilities that prevent switching, like Suction Cups, but it is ineffective against Pokémon with the ability Soundproof. Whirlwind is often used strategically to disrupt the opponent's setup or to accumulate damage through entry hazards.
