Max Moves do not have traditional accuracy values, so Max-Hailstorm always hits the target unless the target is protected by moves like Protect or Detect. An important secondary effect of Max-Hailstorm is that it changes the weather condition to hail for 5 turns, which can chip away at the health of all non-Ice-type Pokémon each turn. Additionally, hail boosts the evasion of Ice-type Pokémon and enables the use of the move Aurora Veil.
