When used, it covers the target in powder, and if the target attempts to use a Fire-type move during that turn, the move fails, and the target takes damage equal to 25% of its maximum HP. Powder is unique because it specifically counters Fire-type moves, providing a tactical advantage, especially for Bug-type Pokémon, which are typically weak to Fire-type moves. Notably, it is the signature move of Vivillon, the Butterfly Pokémon.
